Renaming of secondary cost elements not consistent across all KOKRS

Renaming of secondary cost elements not consistent across all controlling areas. If secondary cost elements with the same name exist in more than one controlling area, it is technically the same cost element if the corresponding controlling areas have the same chart of accounts assigned. A mapped secondary cost element must be included in the mapping of each controlling area.
