Diagnosis
You tried to execute activity INITIALIZE or SIMULATE with an PCL PackageID which is not active. There can be only one active PCL Package ID in a system at a given point of time.
System Response
Display message if the current PCL Package ID is not active.
Procedure
Use the active estimation ID to execute activities INITIALIZE or SIMULATE in Runtime Estimation.
