Set the 'Copy Rows' indicator for chart of accounts &1; see long text

Diagnosis
If you do not indicate at least one company code which uses a chart of account that you want to convert, the Copy Rows indicator must be set for this chart of accounts.
This way, you make sure that this chart of accounts remains in the system and can still be used by this company code that does not participate in the conversion.
