All package numbers from 99001 to 99999 are in use

Diagnosis
The program tries to find a free package number on cross-client level, starting with 99001.
It was found that all package numbers between 99001 ad 99999 are in use already.
System Response
It was not possible to find a suitable package number.
The program ends with a red traffic light icon.
Procedure
Delete some existing packages in the number range 99001 - 99999.
