Diagnosis
You want to assign a change number. However, the production version is not available since user is editing it.
System Response
The system locks the production version against changes by other users. This lock is not removed until user has finished making the changes.
Procedure
Repeat your entry later. If required, update the production version display by choosing Refresh.
