Diagnosis
The number of variable fields for effectivity is restricted to 10 for distribution.
System Response
The system checks the number of parameters that you have defined yourself for the change number effectivity type. Change numbers can only be distributed if a maximum of 10 self-defined parameters have been allocated to the effectivity type.
Procedure
Check your settings in Customizing (work step: Define effectivity types).
