Diagnosis
You want to perform the function Always effective for the leading change master record.
System Response
The system checks whether the allocated packages have been technically released (Technical release indicator).
Procedure
Using the product structure, check which packeages have not yet been released.
If necessary, make some more object changes with reference to the change packages that have not been released.
Release the packages technically.
You cannot perform the function until the packages have been technically released.
