Diagnosis
The value assignment type has characteristic values assigned by a reference. In some processes, you are not permitted to switch to maintaining value assignments if no private local value assignments exist.
System Response
The system does not display the maintenance dialog box.
Procedure
Create your private value assignment or delete the reference.
