You cannot create specifications for authorization group &1

Diagnosis
You attempted to create a new specification or to change the authorization group of an existing specification (when you change the authorization group, you actually delete the specification from the old group and create it in a new one).
However, you are not authorized to create specifications in the specified authorization group.
System Response
The system is unable to create the specification.
Procedure
Choose an authorization group in which you can create specifications, or cancel the dialog.
