Diagnosis
The outline level has not been assigned to a superior outline level in the hierarchy.
System Response
The document cannot be created, because there are inconsistencies in the specification of the outline.
Procedure
Check the value of field HI_LINE_NO for the data record in the services communication structure. The value must be the same as that specified in the LINE_NO field of the higher-level hierarchy.
