Diagnosis
The system searches for the outline level, which has hierarchical level 0 (OUTL_LEVEL) and the package number (PCKG_NO), associated with the package number (SERVICE_NO) of the document item.
System Response
The document cannot be created, because there are inconsistencies in the specification of the outline of the Bill of Services (BOS).
Procedure
Check the assignment of the package number (PCKG_NO) for the outline level specified in the error message. It must agree with the package number (SERVICE_NO) of the document item.
