Diagnosis
You cannot create inbound deliveries because document is locked in the source list for the material.
Procedure
You must unlock the document in the source list when you want to create an inbound delivery for the document.
You must unlock the source list entry in the outline agreement when an outline agreement item was used to maintain the source list.
