Diagnosis
Your system has been configured in such a way that an employees qualifications are administered in PD and not in the PA infotype "Qualifications". For this reason, you need the required Personnel Planning and Development authorization.
Procedure
Contact your system administrator for this authorization. You require authorization to edit the relationships between qualifications and persons in the active plan version.
