Diagnosis
To use the statistics manager you need authorization for object S_PROGRAM, with the settings:
- Authorization Group ABAP/4-Program (P_GROUP) = STATMNGR
- User Action ABAP/4 Program (P_ACTION) = SUBMIT
You do not have the authorization required

The program cannot be executed
