Diagnosis
you have tried to create an enhancement to an iinfo object of class Topic. Enhancements can only be created for info objects of the info object class Structure.
Procedure
To create a topic which is specific to a particular enhancement (e.g. for an industry sector), first create a structure enhancement and create a topic in this structure.
