You are not allowed to use personal distribution lists

Diagnosis
Persoanl distribution lists are only valid for the active user.
As the distribution can be triggered by another user later, you cannot
use personal distribution lists in recipient lists.

Perform one of the following:
- Use a general distribution list.
- Explode the personal distribution list.
