You want to execute the function Create recipient list.
All the activities that you are allowed to perform in document management are registered in your profile. Your current profile does not allow you to execute the function you chose.

the system checks the authorization object Document distribution: Authorization for recipient lists.
Procedure
- Please contact the people who are responsible for assigning authorizations. The value range of your profile may need to be changed.
- If a change to your profile is not supported, please inform the person responsible for document management.
