No plant that could release against the contract item exists

Diagnosis
You want to create a contract item without a plant. In your system, all plants that can procure materials via your purchasing organization are subject to a plant conditions requirement. However, plants subject to such a requirement may not issue any release orders against contract items that do not relate to just this plant. It therefore makes no sense to create this contract item.
System Response
The contract item can only be created with specification of a plant.
Procedure (system administrator)
If it is to be possible to create contract items without a plant, you must change the setting in Customizing:
