Product data report in format &2 for &1 has to be created

Diagnosis
Information in the database was changed. A new report in format must be created. However, either a report does not exist in the format or the report is not released.
System Response
The system cannot output the new report in the format .
Procedure
Check if a report exists in the corresponding format and do one of the following:
- Release any reports in the corresponding format.
- If no reports in the format exist, create one and release it.
