Diagnosis
The application interface was called with an indicator setting that prohibits you from creating an event handler.
System Response
Application object processing is skipped. The system does not create an event handler.

Procedure for System Administration
If you want to permit event handler creation, verify the that the EH Create checkbox is checked in the Customizing transaction for defining business process types.
