Diagnosis
The application interface was called with an indicator setting that prohibits you from creating an event handler.
System Response
Application object processing is skipped. The system does not create an event handler.

Procedure for System Administration
If you want to permit event handler creation, verify that the allow_eh_create indicator is set in function module /SAPTRX/EVENT_MGR_COMMUNICATE when the application interface is called.
