IR records with this Eff dt Trk Ptnr and Book Part No locked by some user

Diagnosis
When an Inventory Reconciliation record is released the system automatically releases all other Inventory Reconciliation records for the same Effective Date, Tracking Partner and Material. Some of these records could not be locked. So this record also could not be processed.
System Response
Procedure
Make sure that no other user is locking any Inventory Reconciliation record for the same Effective Date, Tracking Partner and Material combination and try releasing again.
