External scale element &1 could not be written into the DDIC

Diagnosis
External scale element could not be written into the DDIC.
An external scale element is a normal structure. It must fulfill minimum requirements in its consistency in order to be created in the DDIC. There is probably a program error.
System Response
External scale element is not transferred to the DDIC. Activation cannot be executed later as the structure does not exist in the DDIC.
