Scale table &1 could not be written into DDIC.

Diagnosis
Scale table could not be written to the DDIC.
A scale table is a database table. It must fulfil minimum consistency requirements to be created in the DDIC. There is probably an error in the definition of the scale table, or a program error.
System Response
Scale table is not copied to the DDIC. Activation cannot take place later, as the table does not exist in DDIC.
