The planning board was not started.
Procedure
Contact your system administrator.
Procedure for System Administration
From the SAP Easy Access menu, choose Human Resources -> Organizational Management -> Organizational Plan -> Organization and Staffing -> Change to assign a resource planner to a resource planning node.
