Tax amount in bill lines is not consistently specified

Diagnosis
There are lines in the bill for which the tax amount is specified, as well as lines for which no amount is specified even though the tax indicator is set.
As a result it is not possible to check the sum of all the individual tax amounts against the total tax amount.
