IDoc cannot change measuring point &1 for FuncLoc &2 in the target system

Diagnosis
The maintenance authorization for measuring point &1 is in the current system. This is derived from the responsible work center for functional location &2. Measuring point &1 can therefore be changed in dialog transaction IK02 only.
For this reason, the IDOC is NOT processed in the target system.
