Cannot create relationship for the measure area

Diagnosis
When a new organizational measure is created, measure areas are created automatically on the basis of the settings made in Customizing (Assign Measure Areas) and a relationship is created between the measure area and the organizational measure.
The relationship between the organizational measure and measure area could not be created.
System Response
Procedure
Check the record model (Create/Change Case Record Model) for the organizational measure. In order for the relationship to be created automatically, the 'Anchor' attribute in the 'Measure Area' node must be set to 'DFPS_MEASURE_AREA'.
