Not all PPAs in force element &1 are managed as stock at the supplier

Diagnosis
The force element is not a stockholding force element. Therefore, an MRP area is not assigned to this force element. The force element is not able to manage any provisions stock. Therefore, all assigned PPAs must be flagged with "Stockholding by Supplier", or you must create a provisions MRP area.
You make the setting in the "Provisions" field in the table on the "Logistical Requirements" tab page. You can only change the setting if the assignment of the PPA to the force element has the status "Planned".
If you want to create an MRP area for the force element provision, you do so on the "Stock / Provisions" tab page. However, you can only do this if the status of the force element is "Planned".
