Diagnosis
The cost center in the force element currently has a lock against actual postings.
System Response
Procedure
In Customizing, you can define for which status change the lock against actual postings is automatically removed (see "Follow-Up Actions for Status Change").
Of course, the lock can also be removed using the standard cost center maintenance transaction.
