Diagnosis
The cost center in the structure is currently locked against planned postings.
System Response
Procedure
In Customizing, you can determine for which status change the lock against planned postings is automatically removed (see "Follow-Up Actions for Status Change").
Of course, the lock can also be removed in the standard cost center maintenance transaction.
