Diagnosis
There must be at least one structure type defined in Customizing for each combination of country of origin and organizational area.
You cannot create force elements without first having defined the respective structure types, nor can you change the characteristics of an existing force element consistently.

Ask your systems administrator to make the required settings in the IMG Activity Define Structure Types.
