The higher-level force element is an exercise, but all the contingents of this exercise are in the past, which means that new relationships cannot be created for these contingents.
The higher-level force element has exercise relationships, but these are all in the past, which means that new relationships cannot be created with reference to this contingent.
System Response
Since exercise relationships must always have a reference to contingents or exercise relationships of the higher-level force element, no exercise relationship can be created in this case between the two force elements selected.
