Diagnosis
You have attempted to copy a force element in an operational structure/exercise target (usage type "operation" or "exercise" in the structure area). The force element, however, is part of an organizational structure and not purely an operational/exercise force element.
System Response
You cannot copy elements in the organizational structure from the usage type "operation" or "target".
Procedure
If you want to link the selected force element from the organizational structure to an operational or exercise structure, for example, create a suitable relationship on the "Op./Ex. Relationship" tab page in the Structures Workbench. Use the same procedure to create relationships to other structures.
If you really want to copy the selected force element to an operational or exercise structure, first change the usage type of the structure to "Organizational Structure" and then copy the force element.
