You cannot change a declaration with status "&1"

Diagnosis
Declarations that have status "Released" can no longer be changed. You can only change declarations that have status "In Process".
System Response
Procedure
If you want to change a declaration that has status "Released", you have to cancel the release first. Once you cancel the release, the declaration is reset to status "In Process" and can be changed.
