Waiting time when starting new tasks due to lack of resources

Diagnosis

For the time being a task can not be started in the course of the parallel processing because the required resources are not available.

System Response

When the parllelization environment reports a resource problem, the system tries to restart the task after ten seconds. Altogether the system makes 10 attempts to start the task. If resouces are still not available, processing is prematurely terminated.
