Move or copy CU instance to a valid position in the hierarchy

Diagnosis
You are attempting to move or copy a compatible unit instance to an invalid position. You have the following options:
- You can move or copy a compatible unit instance to the header.
- You can move or copy a compatible unit instance to a virtual compatible unit.
- If a defined compatible unit is missing from a multilevel compatible unit (perhaps because it was previously deleted), you can add it.
Finally, you cannot add a compatible unit instance to an instance which is already marked for deletion.
