Inconsistent access; validity date &2 does not match time point &1

Diagnosis
The system accesses market data with the validity date (in the time zone of the market data area ) and with the validity time (in UTC). When the system converts the validity time to the time zone of the market data area, it expects to be able to access the validity date or an initial validity date consistently. However, the validity date and the validity time do not match.
