Number of receivables is not equal to number of collection items

Diagnosis
The number of receivables that are to be released to an external collection agency is not equal to the number of collection items. The following must always apply:
Receivables to be released () = collection items ()
System Response
You cannot release the items for submission to an external collection agency.
