No graduated charges found for amount from &2 &3 in returns reason &1

Diagnosis
Graduated charges were used to calculate returns charges for the customer. These are encoded according to the returns reason and an amount limit. There is either no entry at all in the returns reason &V1&, no entry for currency &V3&, or an assessment limit has been entered for the invoice amount (&V2& &V3&).
System Response
The graduated charges are not automatically calculated.
