Use

The time evaluation driver RPTIME00 enters the hours worked by an employee within a specific pay scale classification in tables VS and CVS in cluster B2. They are then available for further evaluation using the ABAP report RPITIG00.
When the specified limit value has been reached, the report reassigns the employee to the next pay scale group and/or level.

You cannot use this reassignment criterion unless you use the the time evaluation driver, RPTIME00, and configure your system so that it fills tables VS and CVS in cluster B2.
