Input values
Only the values "X", all zeroes or all nines are allowed:
X : the sequence number increments according to the SI-category
number of the employer,
Other : the sequence number is fixed according to the level of the
record on the SI-tape:
000 - SI-tape header records (000 to 002)
999 - SI-tape closing records (900)
