Delays the pay scale increase for an employee by the specified validity period.

Use

If you set this indicator, the system does not increase the age or seniority pay scale for an employee until the infotype record has expired.

After the interruption, age or seniority pay scale increases that have been missed are not made up. All subsequent age or seniority pay scales are reached with a delay equal to the validity period. This restriction has a permanent effect.

This function is used to block the pay scale increase for employees in the case of poor performance (cf. §27 par. 3. Bundesbesoldungsgesetz (Public Sector Remuneration Act)). This function can also be used for salaried employees and hourly-paid employees in the Public Sector.

Dependencies

When you create a record in the Additional Basic Pay Information infotype (0304), the system splits the Basic Pay infotype (0008) for the same period, provided no time delimitations have already been created.

Further notes

To ensure that the employee is assigned to the next higher pay scale when the permanent restriction expires, set the start date of the permanent restriction in the Additional Basic Pay Information infotype to the date of the pay scale increase (for example, the next pay scale increase is July 01, 1999, the start date of the infotype record is July 01, 1999). The increase does not take place on this date. It is delayed by the length of the validity period.

If you want the infotype record to start earlier, the progression to the next level is also delayed by the difference period. In the following example, the automatic pay scale increase is delayed by a further six months after the expiration of the infotype record:

  • Next pay scale increase would be: July 01, 1999
  • Start date of infotype record: January 01, 1999
  • End date of infotype record: January 31, 1999
  • Next automatic pay scale increase on: July 01, 2000
  • Next automatic pay scale increase on: July 01, 2000

Example

The senior public sector employee George Green would have been promoted to the following seniority levels:

  • From January 01, 2000 level 03
  • From January 01, 2002 level 04

Since his performance at work is not satisfactory, the promotion to a higher seniority level is blocked from January 01, 2000 until further notice. You create a record for this infotype with the start date 01.01.2000 and end date 31.12.9999 and set the Permanent restriction indicator.

If the employee's performance at work improves from January 01, 2001, delimit this infotype record on December 31, 2000. The employee is assigned to the following levels:

  • From January 01, 2001 level 03
  • From January 01, 2003 level 04

Use

This field is used in infotype 0304 'Additional Information on Basic
Pay' in order to indicate a permanent restriction.

Procedure

Examples

The restriction combines with the permanency indicator to produce
a remainder in the previous level.
If the employee's work meets the requirements, he/she is moved up to
the next level.
