Annual low limit on employer contribution base

Use

It specifies the low limitation amount on the cumulated employer's contribution bases in a year. If the annual cumulated contribution base for an employer less than the annual low limit, then the last contribution base in this year should be be complemented and let the actual contribution bases in this year reachs to the annual low limit.

A year here indicates a SI year which depends on the switch period each year. If a switch period is 4 in year 2009, so the SI year is the period 2009/04 - 2010/03.
