Definition
If a country has implemented the "XDEC arrears solution" then this flag should be set to X during the country exit xdec_fill_costdata_natio as the country exit also fills the arrears structure. Otherwise this field should be left blank.
If this field is initial then none of the arrears code in XDEC will be performed.
