Definition
Defines unique sequence levels.
Sequence numbers must be set in ascending order, without gaps in the
sequence.
Sequence level 000 (zero) is reserved to indicate the initial absolute
amount in the pay scale group. Thus, it must not be used to indicate
a given level sequence.
