Definition

This code designates the people working at half time on a mandatory basis.

The law of november 25th 1991 has foreseen for the unemployed people a half-time contract on a mandatory basis. The objective was to reduce the unemployed people who receive unemployment benefit.

The administration of the local government has to assign these people in the Social Insurance declaration : each player has his advantages for the contract :

Employee : gets a half-time contract and receives unemployment benefit for the other half.

Employer : receives Social Insurance benefits to employ these people
