The recruitment allows to access to a grade at a specific pay scale (basic or not). This attribute is managed in the table view V_T5BPBS13P or in the infotype 1651. The report RPUCQUBPBS doesn't treat this type of job which are dedicated to the applicants (module Recruitment).
