In Customizing for Payroll USA (PY-US), you configure these levels by choosing Supplements Public Sector US -> Certification and Licensing -> Settings -> Areas -> Define Levels.
Example
In an academic workplace, you can configure these levels to differentiate specific levels of instruction - for example, K-12, 9-12, 6-8 or K-5 - in which your employees are certified to teach.
In a medical workplace, you can configure these levels to reflect the levels of medical care - for example, outpatient surgery, pediatric surgery or prenatal surgery - that your employees are certified to provide.
