In Customizing for Payroll USA (PY-US), you configure these authorities by choosing Supplements Public Sector US -> Certification and Licensing -> Settings -> Certificates and Licenses -> Define Issuing Authorities.
Example
In an academic workplace, you could configure the federal or state Department of Education as issuing authorities for the certificates of your instructors. For your transportation workers, you could configure the state Department of Motor Vehicles.
